David St. Peter

David earned his Master of Science in Educational Leadership in 2019 from NDSU; a Master of Science in Curriculum and Instruction in 2016 from UND and received his Bachelor of Science in English Education in 2014 from NDSU. 

David is an educator, instructional leader, and personalized learning practitioner with more than a decade of experience working in public education. Since 2020, he has served as a Lead Personalized Learning Facilitator with Bismarck Public Schools, helping design and implement Empower[Ed], an innovative competency-based learning program centered on learner agency, flexible pathways, authentic community-connected projects, and mastery-based progression.

David has spent the past seven years deeply engaged in personalized, competency-based learning implementation, working directly with students and educators to translate the theory of personalized learning into sustainable classroom and schoolwide practice. His work includes developing competency frameworks, proficiency scales, assessment systems, learner conferencing structures, project-based learning experiences, and professional learning for educators.

In addition to his work with Bismarck Public Schools, David serves in a leadership role with the North Dakota Personalized Learning Network, supporting educators and schools across the state as they explore and implement personalized learning practices. He regularly facilitates professional learning, workshops, site visits, and conference sessions focused on learner agency, competency-based learning, instructional design, and emerging educational technologies.

David’s work is grounded in a practitioner-first approach: helping educators move beyond the buzzwords of personalized learning and build systems that are practical, rigorous, sustainable, and genuinely different for learners.
